It is not an RC or Para summary question. We have to find what "Ceecee" might refer to from the part of the sentence given.
"Proscribe" means to forbid something. Thus, whatever Ceecee refers to must be negative in some sense.
Only option A fits the description.

This question is from the XAT 2010 paper - such questions do not appear on the CAT exam. In fact, we haven't come across such questions in any of the major MBA entrances (such as XAT, IIFT, SNAP etc.) in recent years.

A carbon tax is imposed on businesses that produce CO2, and we can state that option 1 is true in this sense. In the first paragraph, it is mentioned 'imposition of a price on the generation of pollutants', thus we can safely assume option 1 to be true.
