The given statements indicates that 28 athletes are charged with doping incidents in Olympics and it is based on evidences, thus the first conclusion contradicts it, hence it does not follow, also we cannot conclude that it is very common among athletes, since we do not know the total participants or the percent of people actually practicing it.
Thus, neither I nor II follow.
