Solution

Let the number to replace the question mark be '$$X$$'
So, $$12*X = 3036 \div 22$$

Note that $$3036 = 11*6*46$$
So, $$12*X=11*6*46 \div 22$$
Or $$X=46 \div 4 = 23 \div 2 = 11.5$$
