The given statements indicate that children start writing with a pen in sixth standard, and to maintain the handwriting and comfort, most schools prefer ink pens. This definitely does not mean that up until 5th standard, children are unable to use pens. Also, we cannot conclude whether ink pen maintains a proper flow of ink on paper or takes less effort to put words on paper.
Thus, neither I nor II follow.
