Height of the cone = 28 cm
Radius of the cone = 42/2 = 21 cm
Slant height of the cone $$= \sqrt{\text{Radius}^2 + \text{Height}^2} = \sqrt{21^2+28^2} = \sqrt{441+784} = \sqrt{1225} = 35 cm$$
Therefore, Curved surface area of the cone = $$\dfrac{22}{7}\times21\times35 = 11\times10\times21 = 2310 cm^2$$
