Mid-point = $$(\frac{x_{1}+x_{2}}{2} , \frac{y_{1}+y_{2}}{2})$$
(1 , 3) = $$(\frac{-3+x}{2} , \frac{8+y}{2})$$
-3+x = 2 so x = 5
8+y = 6 so y = -2
so the answer is option D.
