Let sides of rectangle be 7x and 9x.
Perimeter of Circular wire=Perimeter of Rectangle.
$$\pi\times{d}=2\times{(9x+7x)}$$ ('d' is the diameter of circular wire)
$${\frac{22}{7}}\times{112}=32x$$
$$x=11$$
Hence,smaller side of rectangle is $$11\times7=77 cm$$
