Hi Krittika,
It is a philosophical passage where the author is trying to put forth a view by using the story of TOM.
Tom was supposed to whitewash a wall but he manipulated other boys such that other boys were eager to whitewash the wall.
How tom benefitted from this and what conclusions he drew about the difference between work and play are mentioned in the passage.
