It is clear from the question,
16 men do 5/9th of work in 30 days.
Let 'n' no. of more men are required to complete the remaining work.
Hence, (n+16) men do 4/9th of work in 8 days.
We know that,
$$\frac{Amount of work}{No. of men\times{No. of days}}=Constant$$.
Hence,
$$\frac{5/9}{16\times30}=\frac{4/9}{(n+16)\times8}$$.
