Hydrogen bonding decreases in the order: Ice > Liquid water > Impure water.
Ice has maximum hydrogen bonding with each water molecule forming 4 H-bonds in a crystalline tetrahedral structure. In liquid water, some bonds are broken. In impure water, dissolved impurities disrupt the hydrogen bonding network further.
Therefore, the decreasing order is B > A > C.
