A mixed anhydride gives two different acids with water. $$2\text{NO}_2 + \text{H}_2\text{O} \rightarrow \text{HNO}_2 + \text{HNO}_3$$, and $$\text{N}_2\text{O}_4$$ (the dimer of $$\text{NO}_2$$) reacts the same way. NO is neutral and $$\text{N}_2\text{O}_3$$ gives only $$\text{HNO}_2$$. Hence options c and d are both correct.
