Since each lottery ticket has to start with 7, the only possibility is in 7000s.

Tickets starting from 7000 - 7004 to 7995 - 7999 can be bought.

So, a total of 995 + 1 = 996 ways

The number on the ticket has to start with 7. So, no ticket can be bought in the first 6999 numbers.

Similarly, no ticket can be bought from 8000 to 9999, because none of these numbers start with 7.

Among 7000 - 7999, 5 consecutive numbers can be selected in 996 ways:
7000, 7001, 7002, 7003, 7004
7001, 7002, 7003, 7004, 7005
7002, 7003, 7004, 7005, 7006
....
7995, 7996, 7997, 7998, 7999

So, a total of 996 ways
