$$\ \frac{\ AB}{BC}\ =\ \ \frac{\ DE}{EF}$$   [Basic proportionality theorem]

$$\ \frac{\ 2}{4}\ =\ \ \frac{\ 1.5}{EF}$$

EF = 3 cm

B is the correct answer.
