Solution

Row 1 : 

Here all the three numbers are 11. It means that the first is multiplied by 1 to get the second number. Similarly, the second number is multiplied by 1 to get the third number.

Row 3 :

Here the numbers are 4, 6, and 9. So 4 is multiplied by $$\frac{3}{2}$$ to get 6. Similarly, 6 is multiplied by $$\frac{3}{2}$$ to get 9. 

Row 2 : 

Here the first two numbers are 27, 9 , and the third number we need to find. So 27 is multiplied by $$\frac{1}{3}$$ to get 9. Similarly, 9 is multiplied by $$\frac{1}{3}$$ and we will get 3. Hence '3' will come in place of the question mark.
