Statements :
When it rains, usually X does not go out.
X has gone out.
Conclusions:
I. It is not raining.
II. X has some urgent business to transact.

Solution

X may or may not go out if it is raining. So if X went out, we cannot say whether it is raining or not for sure. Also, the reaosn for X going out has nowhere been given to us. Hence, neither of the 2 follow.
