when price of oil reduces by 8%, new price becomes 92% of the original price. And since the difference between the old(100) and new(92) price is 8% an increase of 8/92*100 = 8.7 is achieved for consumption. Now this 8.7 corresponds to the 2lit. So 2/8.7 * 100 = 23 lit(original consumption). Now, since it is given that the price is 420. We get 420/23 = 18.26, and the new price should be 18.26 * 0.92 = 16.8 rs/lit.
