$$28 + (4\times 2)-6\times 3\div 8 +2$$
$$28 + (8) - 6 \times 3 \div 8 + 2$$
$$28 + (8) - 6 \times 0.375 + 2$$
$$28 + (8) - 2.25 + 2$$
$$38 - 2.25=35.75$$
