Two chords AB and CD of a circle when produced, meet at a point P outside the circle then
$$PA\times\ PB=PC\times\ PD$$
PA=11, PC=(x+4)
$$11\times\ 5=\left(x+4\right)\times\ 4$$
$$55=4x+16$$
$$4x=39$$
$$x=9.75$$
