total expenditure on salary =20x
total interest on loans =17.5x
total expenditure on salary and interest on loans=20x+17.5x=37.5x
total expenditure on infrastructure= 20x
total expenditure on transport =12.5x
total expenditure on infrastructure and transport=20x+12.5x=32.5x
reqiured ratio=37.5x:32.5x
            =15:13
