The correct structure will be "to avail (oneself) of ( something)", or simply " avail of (something)", and the appropriate preposition with offered is "by".  The word "offered" is not a verb, but a past participle in this case, used as an adjective.  Hence, using offered does not contrast with the tense of the sentence. 

The "of" is missing in this case, which is why the correct choice is Option C .
