I. Area of the base is X square metres
II. Height of the tank is Y metres
III. Diameter of the base is equal to height of the tank
I : Area of base is given but height is unknown. Therefore, it is insufficient.
Similarly, II alone and III alone is not sufficient.
I & II : Value of $$\pi$$ * $$r^{2}$$ is known and height is also known. Thus, we can find volume which is the product of these two.
Thus, I & II together are sufficient.
