Pass % of students in city :

C = $$\frac{10}{21}\times100=47.61\%$$

D = $$\frac{9}{16}\times100=56.25\%$$

E = $$\frac{6}{11}\times100=54.54\%$$

Thus, there are 3 cities in which passing percentage of students is below 56%.
