Pass % of students in city :

A = $$\frac{3}{5}\times100=60\%$$

B = $$\frac{16}{31}\times100=51.6\%$$

C = $$\frac{7}{12}\times100=58.3\%$$

D = $$\frac{5}{9}\times100=55.5\%$$

E = $$\frac{17}{37}\times100=45.9\%$$

Thus, in 3 cities, pass percentage of candidates is more than 55%.
