Total boys = 1100 and girls = 900

Boys who passed = $$\frac{50}{100}\times1100=550$$

=> Boys who failed = $$1100-550=550$$

Girls who passed = $$\frac{40}{100}\times900=360$$

=> Girls who failed = $$900-360=540$$

Thus, percentage of candidates who failed = $$\frac{(550+540)}{(1100+900)}\times100$$

= $$\frac{1090}{20}=54.5\%$$
