Solution

In each column, the third number = (first number - 1) $$\times$$ second number

Column 1 

$$(5-1)\times3 = 4\times3 = 12$$

Column 3

$$(12-1)\times9 = 11\times9 = 99$$

Column 2

$$(7-1)\times6 = 6\times6 = 36$$

So 36 will come in place of the question mark.
