Amount estimated on electricity = $$\frac{19}{100} \times 32000$$ = Rs. 6080
Amount estimated on cell bill = $$\frac{6}{100} \times 32000$$ = Rs. 1920
Difference between both bills = 6080-1920 = Rs. 4160

% difference in electricity and cell bill = 19-6 = 13%
Estimated difference = $$\frac{13}{100} \times 32000$$ = Rs. 4160
