Conclusions:
I : North Korea will declare a state of war against the US and its ally countries in the near future.
II : The US and it ally countries should not worry about North Korea’s successful test of Hydrogen bomb as it has only increased its nuclear arsenal.

The given statement indicates that North Korea has successfully passes the Hydrogen Bomb test and it is a threat to the United States and its ally countries. But, it does not mean that North Korea will wage war on US or other countries, nor does it mean that they cannot attack.

Thus, neither I nor II follows.
