We can say that 'some decagons are hexagons.'. But the relation of 'all' cannot be concluded. So the given conclusion does not follow. 

Conclusion: II. All hexagons are octagons.

The given conclusion is clearly visible in the above venn diagram. So the given conclusion follows.

Hence only conclusion II follows.
