Lets use the triangle inequality : (a - b) < c

Here, a = 40, b = 21 . So, 40-21 = 19 < c.

One condition is c > 19, but in the question it is stated that 'c' is the shortest side which implies c < b that is c < 21 (2nd condition).

Therefore integral value possible for 'c' is 20.
