The numerical position of the alphabets are added and the result is multiplied by 11.

RAPTURE = $$(18+1+16+20+21+18+5)\times11=99\times11=1089$$

PORTLOUIS = $$(16+15+18+20+12+15+21+9+19)\times11=145\times11=1595$$
