Second number = $$\left(first\ number+2\right)^2$$

= $$\left(13+2\right)^2$$

= $$(15)^2$$

= 225

? : 361

Second number = $$\left(first\ number+2\right)^2$$

$$361 = \left(?+2\right)^2$$

$$19^2=\left(?+2\right)^2$$

(?+2) = 19
? = 19-2 = 17

So here '17' will come in place of the question mark.
