Solution

The sum of the place values of the letters within the word is multiplied by 3 to obtain the code.

TORQ ==> $$(T+O+R+Q)\times3$$ ==> $$(20+15+18+17)\times3$$ = $$70\times3$$ = 210

HARN ==> $$(H+A+R+N)\times3$$ ==> $$(8+1+18+14)\times3$$ = $$41\times3$$ = 123

PADM ==> $$(P+A+D+M)\times3$$ ==> $$(16+1+4+13)\times3$$ = $$34\times3$$ = 102

So 'PADM' will be coded as '102' in that code language.
