In the question, there are three sets of two figures each.

In the first two set, the arrow rotates in clockwise direction. Also the newly introduced symbol shifts from top to bottom.

Hence, the arrow will rotate and star will shift to bottom.

Therefore, figure 4 is the answer figure.
