There are some verbs which sometimes takes a to infinitive after it or a gerund. Eg: regret, forget, remember, stop, try.
A gerund expresses a past action and an infinitive expresses a future action.
Here, a past action is being expressed. So here it has to be a gerund. Thus, the correct sentence is ‘I really do regret not learning to play..’.
