No. of students passed in 2008 = (Students passed in 1st div) + (Students passed in 2nd div) + (Students passed in 3rd div)

= 20+60+60 = 140

Total no. of students in 2008 = 170

=> Required % = $$\frac{140}{170}$$ * 100 = $$\frac{1400}{17}$$

= 82$$\frac{6}{17}$$%
