Solution

% increase in production over the previous year = Difference between the production / Value of production in the previous year.

So, this is high if the numerator is high and denominator is low.

Visually we can observe that the graph is steep from 1998 - 99 and 1999- 2000.

Since numerator is low in 1998 - 99, we choose that as the answer.

We can also double check by calculating the actual value for each year.

For 1998 - 99, it is 100* 7.5/10 = 75%
