Conclusions :

I. None of the Indian scientists is talented. => This isn't true as part of the rectangle is covered with 'Dots'.

II. Some talented Indian scientists have migrated. => This is true as vertical lines part of rectangle represent Indian scientist working in America, and that part is 'dotted'.

III. All talented scientists are in America. => This isn't true as the whole square is not dotted.

IV. Some Indian scientists are talented. => This is true as some part of rectangle is covered with 'dots'.

Thus, conclusions II and IV follow.
