From the graph the steepest increase is seen from 1998 to 1999. Hence the answer is (a)
We can also deduce this from calculations. The value in 1998 = 25 lakh rupees. The value in 1999 =80 lakh rupees. This is an increase of $$\frac{80-25}{25}$$ = 220%. This is the highest in the given period.
