In thousand metric tonnes:

Production in 1998 = 15

Production in 1999 = 50

Production in 2000 = 30

Production in 2001 = 45

Production in 2002 = 65

Production in 2003 = 75

Production in 2004 = 70

So, the difference between the averages = $$ \frac{15+50+30+45}{4} - \frac{45+65+75+70}{4}$$ = 35-63.75=28.75
