Number of medical colleges in 80's = $$\frac{12}{100}\times20,000=2400$$
Number of medical colleges in 90's = $$\frac{8}{100}\times40,000=3200$$
=> Required % decrease = $$\frac{(3200-2400)}{3200}\times100$$
= $$\frac{100}{4}=25\%$$
=> Ans - (A)
