In statement I, there is no data about R. Thus, I alone is insufficient.
Similarly, II alone is insufficient.
I & II : we get, S > T > P, Q
Since, R's salary is the least.
=> S > T > P, Q > R
Rank third can be either P or Q.
Thus, both statements combined together are not sufficient to answer.
