$$\frac{2}{3}$$ of a milk-water mixture was milk. There was 21 litres of the mixture. If 4 litres of water is added to it, the percentage of milk in the new mixture will be:

Amount of milk in vessel is $$\frac{2}{3}\times 21 = 14 litres$$. When 4 litres of water is added, total mixture is 25 litres. Now percentage of milk in total mixture is 

$$\frac{14}{25}\times100=14\times4=56$$%.

Hence, option (A) is right answer.
