=> D is wife of C and their children are B(male) and A.
Since, gender of A in unknown, hence A can be either brother or sister of B. Thus, I alone is insufficient.
IIÂ : B is sister of A and F is brother of A.
=> B(female), F(male) and A are siblings.
Since, gender of A in unknown, hence A can be either brother or sister of B. Thus, II alone is insufficient.
Now, even after combining both statements, we cannot determine whether A is brother of B or not.
