The shortest distance would be the, distance between the given point P(-4,3) and the point of intersection of circle and line joining centre of circle and P(-4,3).

The effective shortest distance = Distance between {Centre, P} - Radius of circle .

As the given circle is having centre at origin (0,0) and given point P(-4,3) : 

Distance b/w Centre and $$P=\sqrt{\ \left(0+4\right)^2+\left(0+3\right)^2}$$ = 5                                           

Given radius of circle = 1.

Therefore, shortest distance is 5-1 = 4.
