No medicine is a treatment.
Conclusions
I. All treatments being drugs is a possibility.
II. All drugs can never be treatments.

Solution

Data can be interpreted in Venn diagram form as:

All treatments being drugs is a possibility when the set of treatments is a subset of the set of drugs. Thus conclusion 1 is true.

We know that some drugs are medicines and no medicine is a treatment. So the medicines which are drugs can never be treatments. So all drugs can never be treatments. Thus conclusion 2 is also true.

Hence Option E.
