So, number of qualified candidates = 58,248 * .28 = 16,309
Number of candidates appearing from Delhi in 2006 = 59,216
Percentage qualified in 2006 = 20%
So, number of qualified candidates = 11,843
Total = 16,309 + 11,843 = 28,152
