For circuit (a), only resistance is present.

Therefore,

$$I_a = \frac{V}{R}$$

For circuit (b), impedance is :

$$Z = \sqrt{R^2+(X_L-X_C)^2}$$

Hence,

$$Z \ge R$$

Therefore,

$$I_b = \frac{V}{Z} \le \frac{V}{R}$$

Thus, rms current in circuit (b) can never be greater than that in (a).

At resonance,

$$X_L = X_C$$

So,

$$Z = R$$

Hence,

$$I_b = \frac{V}{R} = I_a$$
