the population of all states together in 2007 = 20.2 + 28.2 + 22.6 + 22.4 + 28.2 = 121.6

percent of population of state E in 2007 as compared to the population of all states together in that year = $$\frac{28.2}{121.6}$$x100% = 23.19%
