Since, number of appeared and qualified candidates is constant. We need to find the respective ratios of qualified to appeared candidates in each state.

A = $$\frac{18}{15}$$ = 1.2

B = $$\frac{16}{11}$$ = 1.45

C = $$\frac{7}{8}$$ = 0.875

D = $$\frac{21}{17}$$ = 1.23

E = $$\frac{14}{9}$$ = 1.55

F = $$\frac{11}{18}$$ = 0.61

G = $$\frac{13}{22}$$ = 0.59   [MIN]
