Argument II, however, feels a bit weaker.  While it’s understandable that people may want to pay tribute to a departed leader, this sentiment alone doesn’t justify declaring a public holiday. There are other respectful ways for people to show their homage — such as attending memorial events — without needing to suspend official work across the country.
